Same happened with Leipzig v Liverpool as well, moved to Budapest.
Seems strange, say for example City travel to Hungary and Foden has the UK strain Germany are trying to avoid, he tests negative before the game, as tests aren't 100% accurate, what does it matter if he is mixing with Borussia staff/players on a pitch in Hungary than Germany?

Absolutely. No guarantee whatsoever that whatever strain it is ze Germans are worried about won’t get back there. Negative test means nowt. This virus doesn’t follow rules.... the MG players and staff could ALL take it back with them.

Nothing to do with safety and everything to do with government travel restrictions to certain countries at certain times and the expectation they will be extended. It is still an outdoor event which does lessen the likelihood of Phil Foden making any of his opponents ill.
