Guessing the preliminary round is because of the extra teams playing in Europe?

It is. Last year us and Luton didn’t have to play in the first round but to hold nine teams back until the third round they’ve had to lose two before the first round. The four chosen were the two newly promoted clubs from the National League and the two clubs who were just above the relegated teams.
