No you won't be arrested, police will be to busy catching proper criminals.

No you would most likely get a letter from your internet service provider threatening legal action if you carry on . Most people dont have a vpn so i wouldnt worry about it . If your worried there are plenty of free ones that do the job

Just search google for "Reddit soccer streams" and you'll get a list of them that'll work on an ipad without a VPN.
