Looks like a blow-off vent for a high pressure regulator. Part of the gas network.
The two green boxes either side of it contain the regulators.
There is a flame arrestor at the top by the looks of it.
Could also be an incomplete mobile phone mast.

Ironically, it is also, by that description, opposite the Polish / Czech food shop that sells the wonderful Gambrinus beer. Recommended at 1:50 a can
