Not true. Mueller has just stated in sworn testimony that the only reason he didn't indict Trump was because of the Office of Legal Counsel memo stating that a sitting president cannot be indicted. That's the catalyst the Democrats need to begin impeachment proceedings.

One reason the congressmen are talking a lot is because Mueller is a very reluctant witness and refuses to even read from his own report. Instead answering with just one word or one sentence and providing any follow up detail or clarifications without repeated questioning.

Took me a few seconds to find.
The difference is the above witness want to fully cooperate and shed light even if they wouldn't chose to be there while Mueller clearly is trying to confer as little quotable and useful information as possible.

That's not an amendment to his response, it was in addition. If it was and amendment i'd have included it and he's have stated that he was correcting himself. He was very clear. He didn't indict Trump because he was barred from doing so by the OLC memo.
