Who does this remind you of ?

During lock down - to pass an hour or so away - I decided to smarten up a few garden "accessories". Eventually I got to this character and immediately he seemed to wink at me making me think of a certain Mr ......? Quite an obvious striking resemblance I think - but I wondered if others had gnomes (or similar) that resemble celebs, (football or otherwise). UTC and good luck to Dwight in this afternoon's semi.

Though, we also know that Wilson only put a pipe in his mouth to create his political image. He wasn't a pipe smoker in private.

So, maybe the garden gnome is Harold Wilson, before he became a politician.

Some great shouts - I think it most looks like 'Arry' to me - hence mention of the wink but I can see it could also be any of the others mentioned. I did think of giving another clue of Roly Poly Pudd'n - but that would also apply to Garth Crooks !! Michael Gove was a good call but I think it's got more personality and looks a bit more savvy than him.
