How can lower league clubs afford to play behind closed doors?

One issue raised by Andy Holt at Accrington was that they couldn't afford to put on matches and pay players if games had to be played behind closed doors.
How are clubs from the Championship downwards going to survive if they are forced to start the season without any gate receipts?

Every time a Premier League club buys a player for say £70m, then a further 5% should be distributed to the lower leagues, to ensure that they remain in existence, so the next Harry Kane, Jamie Vardy or Andrew Robertson to name just a few, can develop into the players they are today.

Alternatively the EFL, PL and FA negotiate what could be a fairer deal for the top 4 divisions, they also introduce strict wage caps for the Championship downwards, relegation clauses mandatory and then parachute payments aren't required and that money could trickle down the leagues instead.

They can't, which is why late in the transfer window (suits the BFC approach) there will be some relatively cheap players available

As we all agree, they can't.
Football has a responsibility to these clubs, which is why The Premier League should be doing something to help them all.
That said it's hard to donate money to the 90% that work within their budgets, without helping those that flagrantly ignore one. Some sort of compromise has to be reached, and if it means getting tougher on those that ignore their responsibilities, all the better.

Pure stubbornness might get through but they haven't got much else going for them.
