This one was somewhat easier 9/17, but I had a few stabs in the dark and got lucky

8 and 12.

11 Costa Rica, 10 second cities.

I can recommend Costa Rica. Lovely place. As it says, it has no army, and with it low crime, democracy, sunshine, and while it's a poor country it's not grindingly poor. Good standard of education. I had a couple of days there on an Alaska cruise once (it was a long cruise) and both sides of the country - Pacific and Atlantic - are worth visiting.
