Prior to staging a protest in public, be it Just Stop Oil or Manchester United owners, etc are the organisers legally obliged to produce Risk Assessments, plans, etc?

No, because it's not a workplace or professional activity. There is no employer with a duty of care just individuals acting in a coordinated capacity.

Just as you are not required to create a risk assessment or inform the local authority if you and your mates decide to go for a hike.

check out Article 11 of the European Convention of Human Rights. however, to answer your question an organiser of a protest usually needs police permission to protest, and the police will set out certain conditions. if they do not comply, they are then guilty of an offence just like these stop oil activists are now.

Only because they close the road down. If they left them up there and the drivers ignored them then they wouldn't do it.
