I think the order is goal difference, then goals scored over the season, then head to head record, then if the head to head was even they play each other again.

Fines will be imposed rather than points deduction this season, which would have ensured enforced relegation. Both PL and SKY relieved at this outcome as it keeps the Merseyside derbies intact and a new stadium on stream to further enhance the brand.
