Ive never heard of this panel, do they always make their decisions public?

Smells like PGMOL looking to protect themselves.

Id love to see the panels notes for Chelsea.

Isn't this the panel Howard Webb said had only given 3/4 incorrect decisions all season?

They ruled it a VAR error. Said VAR should have intervened and overturned it.

As they did for O'Shea's sending off, though they said that was both a refereeing error and a VAR error (though they were split on it being a VAR error whilst unanimous it was a refereeing error).

Got to say I don't know who Wolves chairman Mr Shi is, but he's quoted as talking a fair bit of common sense regarding VAR.
