A random find

In the canteen at work in Welwyn Garden City is a book case and people bring in books they no longer want for others to take and read. I walked past it this morning and something caught my eye sitting on top of the books.....

Certainly don't know any who work for Hertfordshire County Council. It is a programme from almost 17 years ago and in perfect condition.
