The problem is capacity. A 2 second gap means that 1,800 vehicles can pass a given spot in an hour. A four second gap, 900 vehicles. On a two lane motorway, that's 3,600 per hour in good weather; 1,800 in bad.
Between Brierfield and Nelson, the average daily number of vehicles was 58,343 in 2016 (can't find a later figure). That's 1,215 per hour in each direction, average over the day. Bearing in mind that there is relatively very little traffic at night, and rush hour is much busier than the rest of the day, we must be talking about 5,000-6,000 per hour. If we all drive two seconds behind the car in front, the traffic will not move because they will 5t fit on the road.

It's a real chore driving after dark these days.
I have to use the A59 daily and the unlit sections on that are horrible, I often can barely see hairpin bends until I'm actually on them. My current strategy is to just sit behind somebody (at a safe distance) and let them light the way and do the donkey work for me, even if they're only trundling along - the 10 minutes I'd save on my journey isn't worth the hassle of bypassing them.
Similarly, don't even get me started on cars overtaking on a single carriageway into oncoming traffic, truly moronic behaviour.
Argue about the political agenda as much as you want but it's a crap situation.

I think you're misinterpreting. People aren't driving without headlights, but they're driving on a motorway which doesn't have street lights. and obviously huge patches of standing water can barely be seen with headlights because they are black water on black tarmac; if you have street lights, you can see the reflection of the puddle so you get more warning.
The M65 is a busy motorway with no lights and with too little drainage. Lethal in bad weather; and it's all very well to say drive at 20 mph on the M65 because you don't know where the puddles are, but that road shouldn't be so bad as to need it. If a motorway is only fit for 20 mph, then at least put speed limit signs up.
The queue off at Nelson hasn't been fixed either. There was a line of traffic half a mile backed onto the motorway on Thursday.
The M6 is a busier motorway, most of that doesn't have lights either. I actually find lighting on the motorway distracting. If you are in the third lane it often creates a strobe-like effect in the corner of your eye.

Most of it doesn't. But the stretches where there are four exits in 7 miles - do they have lights?

At the exits only I think off memory, but it's a long time since I've regularly used the M6 south of Preston and there's no way near as many exits on the stretch I regularly use. Also believe most of the lights on the M6 are off between midnight and 5am.

Our roads are an absolute disgrace. Scott Park Road could double as the surface of the moon.
I firmly believe that utility companies that dig up the roads should be made to do a full width reinstatement and for at least 5 metres either side of their trench. That and placing any access covers in the centre of the lane.
In any other walk of life the provision of a substandard product would simply not be tolerated.

Tailgating seems like a national pastime here in the UK and it's got worse over the last couple of years. All ages and whatnot too. Also, not using indicators because it's too much hardwork.
