Liverpool's goal difference is better. So it's in Leicester's hand as in so much as if they win their final game by a certain amount of goals then they can do it. If Liverpool win their last two games 1-0 they would be +3 GD in front of Leicester.
Leicester having scored more goals would then have to beat Spurs 3-0 at the very least to finish in the top four.
