It's a judgment call. I think this one will be made, very narrowly, on the side of selling him in January.

If a single club are in for him it probably won't be worth it. If we can spark a bidding war it might (I think) be tempting enough.

There's an element of risk but unlike last season we've got a replacement at the ready.

As for January, it’s not really our choice, is it? He’s in complete control of his future and I can’t see why he’d want to go anywhere for a fee when he could pocket said sums for himself in six months time. Nor do I think it would be in our interests to take a fraction of his true value whilst we’re so close to the relegation zone (that costs £50m in revenue).

he's 29, this World Cup is his last chance - if West Ham or Spurs come in for him he will be advised to move and more than likely he will be picked for England because that's what Southgate does with "big team" players. If he leaves it until the summer there is no chance of Qatar for him imho.
Other than financial I don't see the point in him going to Newcastle

(say 20m) then they might have a rethink especially if Tarks
says he wants to go and threatens to down tools.

Yes, it seems he will stay until the summer. As well as this sounding like the club's position, it was said months ago that Tarkowski had indicated he would see out his contract.

If such reports are to be believed, you would imagine it would take a significant event for both parties to agree that he will leave in January.
