Burnley is a project that's growing and people like being involved in that sort of thing, like he was at City for the last 14yrs.
Maybe he just wants a new challenge, it's a different sort of job etc.

Across the football industry (and away from the issues of how city have gotten to this position) City Football Group is held up as the prime model of excellence and the best finishing school available for the huge range of roles that football now offers - it is why they find many at the club being targeted by the wider game.
In many cases personal career ambitions cannot be met within the club/group. so it is natural to consider offers of career development elsewhere
The key for all these individuals is to not just bring what they have learned but to develop that ability/capability further - the last thing we need to be is a clone of CFG, we must start to develop our own unique variant if we are to have a chance to succeed, which is something that I am reasonably sure the manager is already acutely aware of
