I might be wrong but I thought that the loan rules were as follows:

2 players allowed to be loaned from English clubs (only 1 player from a club though)
2 more can be registered in January if the first two are removed from registration.
Foreign loans don’t have the same restrictions and we can loan up to 7 players in total (max of 2 from English clubs at the same time).

There is a maximum of 7 loans in and 7 loans out per season too, which makes the Chelsea splurge all the more baffling as quite a lot of the young prospects will have to play for the U23s as opposed to be farmed out to an affiliate on loan, as used to be the case.

It's probably why City are selling their young prospects with reasonable buy back clauses if they prove their worth elsewhere
