It'll only make a difference to teams that are playing in it. Teams can sign players at any time of year, the transfer window restricts when you can register them.

The open all year system benefited lower league clubs desperate to settle financial problems. But as we know most top teams don't give a shite about the problems in the lower leagues so manipulation of the window works for them
