Ukraine - US Reconstruction Fund Explained

The much talked about “mineral deal” between Ukraine and the USA was signed around 10pm UK time last night, and it is far removed from that believed to have been on the table from the USA up to that point. Please remember this is major breaking news and not an excuse for a political slanging match:-

Ukraine and the United States have signed an agreement establishing the U.S.–Ukraine Reconstruction Investment Fund.

According to the agreement, Ukraine and the United States are creating an Ukraine Reconstruction Investment Fund.

Full ownership and control remain with Ukraine.
All resources on Ukrainian territory belong to Ukraine. It is the Ukrainian state that determines what and where to extract.

Equal partnership.
The Fund is structured on a 50/50 basis. It will be jointly managed by Ukraine and the United States. Neither side will hold a dominant vote — a reflection of equal partnership between the two nations.

National assets are protected.
The Agreement does not alter privatization processes or the management of state-owned companies — they will remain Ukrainian.

No debt.
The Agreement includes no provisions regarding any Ukrainian debt obligations to the United States. Its implementation allows both countries to expand their economic potential through equal cooperation and investment.

The Agreement complies with the Constitution and maintains Ukraine’s European integration course.
It is consistent with national legislation and does not conflict with any of Ukraine’s international obligations

The Fund will be financed exclusively from new licenses.
Specifically, 50% of the revenues from new licenses in the field of critical materials, oil, and gas — generated after the Fund is created — will be directed to it.

Legislative changes will be limited and targeted.
Only amendments to the Budget Code are required for the Fund to operate. The Agreement itself will be submitted to the Verkhovna Rada for ratification.

The United States will help attract additional investment and technology.
Technology transfer and development are a key part of the Agreement.

The Agreement provides tax guarantees.
Fund revenues and contributions will not be taxed in either the United States or Ukraine, ensuring maximum effectiveness of the investment process.

Unfortunately it hasn’t stopped Russia continuing with the bombing of Ukraine.

One lives in hope. I know many posters found the old thread very useful, others saw it as an opportunity. As I say this is a potential historic and game changing agreement and as I argued for the original thread for many years… something that will be of interest to future Clarets historians as a Primary Source.

I think even the most optimistic would not have foreseen that happening, at least immediately; however Putin has been noticeably more conciliatory in his announcements over the last 24 hours (re moving forward with re-establishing relations), as he seems to be preparing his people for some change in the Status Quo

I'd expect putin to tread a bit more carefully, given that there'll presumably be an American presence in quite considerable numbers, and not in small area's, so any aggression towards the USA you'd expect some retaliation. Ww3 has maybe just got a bit closer, perhaps.

While it’s a deal UKR never envisaged or thought it would ever need ,in the simplest of terms it’s a hell of deal . It wipes their debt , begins serious peace moves and secures future safety along with the mother of all rebuilds .

While UKR may be a corrupt basket case of dubious political intent, they seriously didn’t deserve a single bullet from Putin’s forces . VP has his pound of flesh and can feck off into his twilight yrs.
