It's going to happen so it's a case of which option works best.
It's hard to see on any objective analysis how any of the options is better than a simple 3 council North/East/West split. And that means grouping Burnley in with Blackburn and the adjacent authorities. There is an economic, cultural and geographical logic to that. Yes it will probably be administered from Blackburn, and nobody outside Blackburn with Darwen is going to be happy about that, but with over 500k combined population and of that only about 90k living in the town of Blackburn, you'd think that if the councillors are distributed evenly across the combined area, the interests of those areas outside Blackburn are going to be fairly represented. Indeed you could see Blackburners being concerned about being outvoted and "their" money being spent on Barnoldswick or Bacup.
Yes, a Burnley Pendle Rossendale authority would be a logical smaller combined authority but it comes nowhere close to meeting the statutory obligations on size so is plainly not going to happen even if it is in the consultation.

When you look at the options you realise how difficult it is to create a sensible split. Most of them seem to be based on existing borough boundaries, apart from the one which puts Clitheroe in with the East Lancs Councils and the rest of Ribble Valley with Lancaster etc. The two split option looks unwieldy stretching from Pendle all the way across to West Lancs. No obvious connection between those areas. If you set aside local politics and friction there does seem some logic to grouping BwD, Burnley, Rossendale & Pendle together. Maybe Chorley but then what do you do with West Lancs? Not easy at all.

So an authority that combines the useless Pendlle BC with their fellow travellers in Blackburn is a good plan .There will be some interesting decisions re planning on the horizon

It’s a disgrace and no one wants it other than the officials who will have new roles and the pay to go with it.

No because this isn't a change to the general election constituencies I don't think? Sorry I can't post the link, but there is a petition on the Burnley express website, that you can sign against bburn council effectively taking over Burnley council

I think LCC is absolutely naff but whether this solution is the fix - I'm pretty dubious
