I only just about remember the flip, nevermind an earlier part of play. I've just heard it mentioned over the years and how he attempted it when, had the ball gone in, it would have been a goal. And that the referee didn't blow / stop play.

Obviously remember the “save” but always had it in mind that he only tried it because whistle had gone but watching that offside doesn’t seem obvious

Decided to do some digging.

"It was later revealed in post-match interviews Higuita claimed he had seen an offside flag and that his decision to perform the scorpion kick was because he knew the goal wouldn’t count."
ChrisG is correct just he saw the flag, not the whistle blew.
The goal still may have stood though as the referee didn't appear stop play - the flag just went up.

I remember there was a debate at the time. The question was settled after a compilation of him doing the same thing in other games was put together; ie it was not the only time he did it, just the only international.
