You are right in suggesting the all seater rules came in because of Hillsborough in 1989 which, as many knew then and we all know now, had absolutely nothing whatsoever to do with fan violence. So, football fans didn't bring it upon themselves at all.
Will things change? I am more and more confident that they will so I don't think those who wish to stand will be sat on their arses forever. There has been a big change in the last few months in all areas, and that includes Premier League club, to change and I would not be surprised to see some standing introduced in the very near future.
It's working at Celtic, and Spurs are very keen to have safe standing areas in the new White Hart Lane as are Chelsea in the new Stamford Bridge.
As for - no, it won't happen at Turf Moor. I don't think you can say that with any justification whatsoever. If there is a change in legislation then I am convinced it will be something that Burnley Football Club will look at in a very positive light and I could see us having a safe standing area inside our ground.
