Seems the police had a chance to arrest someone who was later convicted for rape, but let him go. He then went on to rape other women.

Surely if the police win this case it means they can't be held responsible for any mistakes.

Opens up a can of worms really.
This could then, in theory, lead to the police being sued for other things.
Ultimately, they possibly believed that she'd got a taxi to the station and didn't feel the need to get the details of the taxi.

Yes, but suing them is a bit extreme.
