The only time milk goes in before the tea is fully brewed is if it is done in a teapot. Tea needs to be in boiling water to extract the full flavor. I usually leave the tea bag in the mug for 5 minutes before adding milk. I like it strong.

I do this in London because the hard water develops a scummy film as the tea is brewing. For some reason, adding the milk before removing the tea-bag seems to draw the film onto the bag as it's subsequently being removed.

The correct strategy is to allow the teabag to brew for a period without milk and then add milk with the bag still in to check it is at the desired strength. It is only after the milk has been added that you can compare the outcome to your colour chart (my own preference is American tan).

The particles (or what ever the scientific word is) that make up milk are larger than the "holes" in the teabag. So when pouring milk in first then adding water the teabag can't be fully utilized.
Get cup, inset teabag and sugar if you like. Pour in water. Let brew for your required taste, remove bag add splash of milk. stir.

By "freshly brewed" i assume you mean some incstant coffee on which you've poured milk and water (milk first, of course).

The reason for putting milk in a cup first goes back to a time when tea was served in China cups, these being very expensive and delicate. Milk was added first to cool the boiling hot tea as it entered the cup thus preventing tiny hairline cracks from occurring.
1 Twinings Assam tea bag
Half teaspoon of sugar
Small drop of milk
Served in approx 350ml vessel of fine clay
Stirred thoroughly
Tea bag left in whilst consumed
Repeat 10 x per day

Personally can't stand tea and the Missus drinks her tea without milk. We both drink coffee black also.
However. One of my exes considered herself somewhat of a connoisseur. Milk in mug first if poured from a pot. Milk after bag is out otherwise.

I've only just started doing this when I make a round of brews for the heathens at work. I've got to say that adding the milk after the tea has brewed but before the bag has been removed results in a marked improvement. It gives one the leeway to adjust the strength of the tea in both directions, this opportunity is lost once the bag has been removed.
Obviously tea is generally for idiots though so I don't expect tea drinkers to understand this concept.
