Well what would you call being arrested? I am sure he will behind a locked door in a cell of sorts. Maybe not as drastic as the post makes out but for all intents and purposes he has been locked up for the time being

No....He was arrested for suspected tax fraud and obviously taken to the police station. They would definitely have been held in separate LOCKED cells at sme point.

I've never considered that the two terms mean exactly the same.
It is possible that during their interview process one or both were locked in a cell, but its by no means certain.

Never heard of anyone say that someone's been locked up when all that's happened is they've been arrested.

As you can see from the links I provided, locked up is when someone is sent to jail.
