Maybe there's a club in the GRU that officers attend to talk about cathedrals and how beautiful they are. Seems credible. They even fly over this way in their Tu-160s to visit our wonderful cathedrals but in their haste and excitement to visit they keep forgetting to get clearance to enter our air space. Poor mites.

The GRU are aware of the popularity of visiting UK cultural landmarks among their employees and have resolved to do everything possible to assist them fulfil their dreams to the extent that they even provided the appropriate travel documents. Because there were so many wishing to take up this offer they were able to get a job lot of passports with consecutive ID numbers.

This is an example of an employer doing right by their employees. I don't know if non-UK entities are eligible but i think this commitment to the personal development and cultural enrichment of their employees should make the GRU eligible for an Investors in People award.
