That's correct - you do need to complain first i believe. You can put your complaint into anyone at the club though - doesn't have to be the DPO. My season ticket went to an address I've not lived at for five years and my partners hasn't arrived at all
Ticket office staff were really helpful and have to go and pick up a reprinted ticket tomorrow before kick off but it's not exactly ideal when you live 120 miles away. Poor show all around.
