Drinking at pitch-side during games is allowed at English rugby (all Union games and for the much fewer League games I've ever attended) - no problem with The English there. So any expected problems are more an English footy thing rather than an English thing.
I had ST for London Irish at Madejski Stadium for many years and it always annoyed me that I was allowed to drink there but not when I went to see Reading v Clarets games.
Plenty of booze being consumed at most of these games too.

It’s not the drinking in it’s own right that’s the problem, it’s the drink combined with the enhanced tension and rivalry of a football match that causes the problem. There’s never been the same toxic atmosphere at rugby and cricket matches than there is at football so adding in a few drinks doesn’t tip things over the edge. With football you sense things are heading in the wrong direction again, certainly in this country, with regards to ‘incidents’ inside and outside grounds and that doesn’t need more alcohol adding into equation.

Agreed, it is very much an English football problem
