One way it could be done is by listing it on a new e-bay account as a charity auction. It would open it up for anyone actively looking for collectible shirts and increase the potential return and by posting a link to the site (as has been done before for charity auctions) to make sure UTC visitors can find it. Just a thought, as I love the idea of making this accessible for fans without deep pockets.

Alternatively, it is likely there is someone in charge of fund raising for the charities that may know how this can be facilitated and maybe how to be covered by their charity license. Must be worth a phone call.

How to run a lottery with people you’re in a club with

You can run a lottery, raffle, tombola or sweepstake with people you’re in a club without a licence. This is known as a private society lottery.

How to run a private society lottery

You must be a member of the society and have permission in order to run this type of lottery.

Those taking part must be members of the society or guests who visit the society premises.

A private society can be:

a sports club
a community group
any other type of organisation, as long as they have not been created or run for a reason that is connected to gambling. 
You can raise money with a private society lottery
A private lottery can be used to raise money for your club, group or organisation, as long as the money is spent on a relevant cause.

Example
A tennis club could run a lottery to raise money for new equipment.

You can also use a private society lottery as a fundraiser for charity or other good causes.

Example
A private members club could run a lottery to raise money to buy kit for a local football club.

Who can I sell tickets to?
You can sell tickets to members of your private society and to people who aren't members of your society. However, non-members can only buy tickets on your society's physical premises, for example, at a club house.

Ticket requirements
You must provide physical tickets to the people playing. However, there are no specific requirements for what needs to be printed on the tickets.

You must make sure that:
people pay the same price for each ticket
the rights created by the ticket are non-transferable
you only sell physical tickets, you can’t sell tickets online.
Where can the draw take place?
You can only do the draw at your private society’s physical location. It can’t be done online.

Can I claim my costs?
Yes, you can claim money for prizes and reasonable running costs using the money you raise.

Prizes

Others will know more reliably than I do which of the many organisations linked to BFC and fans best fit these specifications, including having a physical location to sell physical tickets to members and non-members and to make the draw.

I received a 2019/20 season Burnley away shirt, signed by most of the 1st team squad (it also says "Good luck in retirement, Paul"). I will donate this as a second prize, if we can get this going. In 2010 I played in a charity game at Stamford Bridge for Cystic Fibrosis Trust. Of course, also happy with Amex's proposed split of the raffle proceeds.

This would mean it could go to anyone on eBay doesn’t it? Maximises the income I get that, but someone from Hartlepool could win it and then sell it on eBay. As it was suggested at the start, if it’s opened up in here, it goes to a fellow claret, to be cherished for years.

As Amex is offering the Shirt as a non profit as all proceeds going to charity(ies) surely this would be OK ... but I don't know the rules like others do

Which is why I also suggesting what cover the charities have that they could extend to cover a private raffle on their behalf.

That doesn't go anywhere close to fulfilling the regulations. However this works, it needs to look like an attempt to comply with the regulations (even if we failed) rather than a clear and obvious attempt to skirt around them.

We have enough of a problem trying to fit within the description "community group" - given that we are not a club. I think we'd need to restrict the ability to purchase tickets to those that were signed up to the board before the day before this thread started.

The hardest bit will be the physical ticket bit, not because it is hard by necessity, but because it eats up money to get the ticket posted out. If we accept that it will cost 70p postage, or whatever it is, then I think that's the difficult bits sorted.

Now, there's nothing in the above to show us that this isn't actually a rovers shirt, is there. That would be a seriously sneaky scam.

All very confusing trying to comply with regulations. All I know is when I donate to my chosen Charity via Just Giving you have to donate extra for the Charity to receive the full amount because of Tax :?

I don't think that is correct John Mac.

You donate your amount. The Just giving page then asks for a donation, for itself. This you can change to nothing.

Amex has done lots of fundraising and has had JG pages. I would assume all that was OK.

I have no problem donating units which can be divided by £10 for him to run around he garden once, in aid of the 2 charities.

I will leave it up to him to legitimately decide to put my name on a cloak ticket along with all other tenners donations and draw one out in a public place.

Whose ever name comes out gets a gift as a thank you.

There is no fraud as there is no prize...just donations to 2 charities, which all donors wish to support.

You never know, the gift could keep on giving, every year!!!

John, I think you are thinking about gift aid there. Basically if you are a tax payer you can donate an element of the tax you have already paid on your income to the charity, in line with the donation you have made.
So not a case of you having to pay the tax on your donation, it’s the opposite of that.

If I've understood the law correctly, the gambling commission don't cover this, you need to apply to the local council and register the small society lottery at a cost of 40 pounds. Obviously there are plenty of rules that apply from there on and you have to wait for them to process the application.

It may be tricky to get that through before Christmas.

When you need to register with your local authority

If you do any of the following you don't need a licence from us, but you'll need a registration from your local authority:

Struggling to understand the needing to know which players shirt it is.

Is there someone who played that day that if you won the shirt you would find yourself thinking should have kept my £10, if so don't enter.

It seems this is proving hard to sort it’s a genuine offer to allow people who could not or did not want to bid on the auction.

Somebody needs to pick this up my offer is for me to supply the shirt, worn by a Burnley player in our 3-0 win which I have and have posted a photo.

At £10 per ticket this could raise a substantial amount for charity. Could you allocate a number for each £10 pledged and paid and then download a random number finder off the net, put the parameter of numbers in it and that should generate the winner

This is getting ludicrous!

When you ran for charity, what did you do snd how did folk contribute?

If you set that up, then say you will run around your garden for the charities, then we can donate blocks of £10, for the charities.

You know who we are. At the end of the cycle, you will have the funds and we have legitimately donated for the charity purpose.

After that you know how to establish one person, in order to reward them - if that is what you wish! 😉

So I am fine with donating to the charities, based on your effort of running around the garden and will donate £10 or perhaps, £20 or £30 etc.

Everyone else OK with that???

Set up the just giving page give a close date, don’t mention the shirt or a draw. £10 donation puts one ticket in a bin under Amex control multiplications of £10 equals more in the bin. After the close date Amex sticks his hand in his bin and informs us on here who the lucky winner is. Splits his donations between chosen charities. Life goes on.
