Does he mean the football is going to be crap in general here, or just during the bumps??

Interesting looking at what happened at Club Bruges over the last couple of seasons.

January 3rd 2022 Philippe Clement left the club to join AS Monaco and was replaced by Alfred Schreuder. FC Bruges won the league for the 18th time and the triple for the second time in their history. Alfred Scheuder left for Ajax Amsterdam and Bruges appointed Carl Hoefkens. Despite qualifying for the last 16 of the Champions league they sacked Carl Hoefkens. They were 4th.
December 31st 2022, Scott Parker arrived at Bruges as the new coach. After some poor results in the league and two defeats in the the knock out stages of the Champions league against Benfica Parker was sacked. (2-0 in Belgium, 5-1 in Lisbon). Still 4th in the league.
Rik de Mil was appointed to finish the season. They finished 4th.

In 2023-24 FC Bruge chose Ronny Deila as coach. The directors weren't happy with 4th place so he was sacked and replaced him on March 18th with Nicky Haven. They went on to win their 19th league title.

Seems a lot like Watford a few seasons ago. Hoefkens was only the second manager in their history to be sacked. Scott Parker was the 3rd. In the space of two years Deila became their 4th dismissal.

Maybe it didn't happen but nobody has discussed the situation at Fulham where the owner's son was interfering in purchases and stuff.
That might explain why he left Fulham. Scott just show us what you can do.

Not so. - "Use a pair of commas in the middle of a sentence to set off clauses, phrases, and words that are not essential to the meaning of the sentence."

Those two commas are fine, although they could be left out.
