Hitler was born in Austrian and was an Austrian citizen, but he despised the old ethnically diverse Habsburg Empire, embraced German nationalism and finally renounced his Austrian citizenship in 1925.
He then became a "stateless citizen" for 7 years, and was therefore unable to stand for any public office. In 1932, aged 43, he was offered citizenship of Brunswick by the Interior Minister and de facto became a German citizen. His rise to power from this point was meteoric.
Nevertheless, officially, he was only a German citizen for 13 years.
(The annexation of Austria by Germany did not take place until 1938, so for most of the 30s it was an independent state.)
