He isn't moaning about the lack of handshake before kick off.
He's moaning because at the end of the game Parker went off to celebrate because he was overcome with emotion, and he forgot to shake hands at that point.
Either Eustace prompted him to, or Parker remembered his gentleman's obligation and went over. Eustace was remonstrating about that. Parker was genuinely apologetic and was conciliatory. Hopefully once the dust has settled he realises there was no slight intended because Parker does seem like a polite and well mannered chap.

I think it was the heat of the moment stuff from two committed managers. I dont rate him as Useless Eustace at all; did a good job for Brum. They tanked after he was sacked.
At Rovers they are averaging 1.5pts/game this season and 1.176 in the 17 games after he took over last season. With limited resources I would say he has done quite well given the years since Rovers were in the top flight compared with most of the other 6 in the top 7 at present. No idea how much money he has had for squad building since he arrived. Time will tell how he does if he gets binned or leaves Ewood.

According to West Brom News, Eustace is now favourite for the manager's job at the Hawthorns, after Swansea boss Luke Williams dropped out of the running.

Eustace was hanging about in the tunnel till almost kick off and then went out straight to Parker (who was sat in his seat) and they shook hands before the match started
On the Sky coverage, Eustace seemed to go half way back down the tunnel, before turning round and coming out to shake only Parker's hand.
Making out that he didn't have time to shake other coaches' hands?

It did mean that Mr Eustance couldn't just disappear down the tunnel!
