If there was one thing you could change about present day football.
Nothing is more irritating and irrational about the modern game than the plethora of subs who enter the foray with seconds to go, it's time it was outlawed.
Up to 11 subs each side fine, 3 can be used in the match, but none in the last 15 minutes.
Yes occasionally that will deal out a rough hand, but it will mean managers have to be a lot more canny in their thinking and it will give subs some chance of having an impact.
It will make for a much better spectacle over the closing period of matches.

I agree about the subs when there's barely anytime left, because clearly they're going to make a massive difference to the game with 30 secs left....

3. Outlaw the pulling, tugging and shirt pulling - punishable by death. (I hate it)
4. Stop the stupid the rule where an injured player has to leave the field, only to
be allowed back on seconds later.
5. If they don't abandon the transfer window system, then introduce one for change
of managers. That will concentrate the mind a bit ! !

I mentioned the fact that on occasion this might happen but for those who would get aggravated by this perhaps a better ruling would be only 1 substitution allowed in the last 20 minutes plus add on time. Anything which keeps the continuity of the game, prevents time wasting and gives subs a chance to influence the game.

As has been said before the stupid suggestion above re banning subs would not be needed if subs were dealt with by the 4th offical without stopping the game (New player only allowed on when old one is off the pitch). Once again rugby is light years ahead.
I'd also like to see:-
Head camaras for all 4 officials
Trainers allowed on during open play apart from in the pen. areas
Diving receiving very long bans, including retrospectively.
1 appeal per half per manager in televised matches for limited things such as pen. appeals and goals.

I wish there was a barrier so the ball couldnt go out of play for throw ins. Loads of time lost through games with these, and Burnley particularly are the worlds worst at taking them.

POINT 2.. I think players would slip quite a lot playing in trainers especially if the pitch had been watered. One thing i could change on the pitch - 15-20 min sin bins for challenges that could be argued yellow or red cards

One video review per half for both managers. If you are correct you keep your review.
With only one managers wouldn't waste it.
As above refs should be forced to come out and explain their decisions.
yellow cards can be challenged. If it takes a committee all week justice should be seen to be done.

I honestly don't see how this would work in football. It's too easy for the ball to get around the pitch quickly, and if you were injured in your own half, it would hugely affect the offside rule. Full time national team manager. Can't remember the last international game England played but it must be getting on for 3 months ago. What has Gareth Southgate actually done in that intervening time that might loosely be considered useful or productive?

With a single pick, though, I'd go for the retrospective ban for diving and for simulation (eg the rolling over and over that the Hemed character for Brighton seems to have learned by watching Christiano Ronaldo).
If I get a pick for novelty, I'd import an idea from the NFL. Most of their rules that promote parity wouldn't work elsewhere. They have the advantage that there is only one league worth playing in. However, the one which limits the number of players that they have on their "active roster" to 53 would work fine. We obviously don't need 53, but maybe 24 outfield players, 3 goalkeepers + any number of players aged up to 19.
If you have too many, then one (or more) have to be released. They'd have to keep paying them, but any other team could pick them up - for the first 2 weeks if they agree to pay their wages as per existing contract in full, - thereafter at whatever rate they merit - with the side that ditched them picking up the difference.
That would stop the likes of Chelsea, Man United etc stockpiling players only for them to go out on loan or sit on their arses on the subs bench (which I'd reduce the numbers of, incidentally).

A 4th or 5th official (or both to offer a 2nd opinion) quickly reviews the goal or penalty and gives either a yes or no.
In the vast majority of cases this will not delay the game whatsoever as players are already either celebrating the goal or getting ready to take the penalty etc. There should be a maximum time limit on the review in those more complicated cases - say one minute max. Where no decision can be reached as they are unsure then the default is to go with whatever the referee has decided.
This will probably mean that some decisions are still wrong when the likes of MOTD and Sky have hours to study it from 72 different camera angles - thats absolutely fine as it will still mean that a lot more decisions will be right than they are today.
For both the Arsenal goals this year, the shirt pull on Keane v Swansea, the clear penalty on JBG in the first half away at Southampton etc then these would have been easy and quick to decide.
This premise that the right and wrong decisions cancelling themselves out over a season is absolutely rubbish and plainly just factually incorrect.
The point above comparing it to Rugby is not trying to say that the 2 sports are similar - clearly they are not. What is similar is the "scenario" - i.e. sometimes the award of a try or a goal is a difficult decision for the officials to make and not one they always get right....so let someone else have another look to see if they did. Sometimes what looks a very easy decision is still wrong....even worse and unfair but very easy and quick to remedy.
Saying this changes the fabric of the game is also nonsense - its moving with the times, using technology and reflecting the fact that these mistakes can now cost clubs hundreds of millions of pounds.
