I might be mistaken, but i believe its just British that take milk and sugar in their tea, the Japanese at those tea ceremonies dont bugger about with bottles of milk, nor do the chinese or indians. Not even sure if China is known for tea drinking, or india ? do they drink it?
The countries that serve it with milk and sugar as optional, tend to cater for uk tourists.

the op though, milk has to go in last, boiling water is the only way to allow the tea flavour to flow through the bag or leaves, if you bung milk in first its too cold for this process to occur.

Tea should only be brewed in a tea pot and then poured in to a cup already dashed with milk. Coffee should always be fresh and never from Starbucks etc. and never with boiling water.

Done right both have their time and place, for example; coffee must never be drunk with fish and chips and is woeful for dunking biscuits. Tea however should never be made by colleagues at work, a cup of tea is far easier to bugger up than a cup of coffee.

And, it is always best to warm the pot before you add the tea and pour on the freshly boiling water.

The science bit: a good cuppa is all about the temperature of the boiling water when it is introduced to the tea leaves, warming the pot ensures that the boiling water doesn't lose some of its heat to the pot and it can brew the tea leaves properly. Once brewed, pour the fresh tea into a cup - or mug - to which you've already added your milk "to taste."

Depending on the region of India masala chai is made with milk (often water buffalo and not cow's milk) or condensed milk... and is just AMAZING... nom nom nom nom nom

I'm guilty of putting milk in while the bag is still in, it's handy if I'm a bit ham handed with the milk and put too much in, I can adjust the strength. Milk before water is sacrilege though.

You can read them too! I've never heard of people reading tea bags.

On water temperature, I did some experiments. Boiling water in a kettle (in my hard water area) measures 96 degrees Celsius. After going into the traditional ceramic teapot it measures 86 degrees (I didn't warm the pot).

When I boil eggs in a saucepan the water measures 94 degrees. If I add a generous pinch of salt it ups it to 98 degrees (some recommend adding the salt to improve peeling the eggs but I've found that makes no difference).
