well...... he's overseen a country post-losing its empire, and its resources, and managed that process and to remain relevant. And in spite of only having the world's 12th-largest economy, even behind Canada, Italy, South Korea, he manages to remain THE single-most "issue" for both of the world's largest economies, the USA and China, to have to deal with. His international policy impact, and therefore influence goes beyond what it should be in reality.

Yup, he's tapped into their fear of foreigners and convinced them that the West is coming for them again.
Course, he's had to ruthlessly make sure that no negative news gets out (recent legislation means he doesn't even have to tell the next of kin of soldiers killed in Syria or Ukraine where they died and can just say it was a training accident)

Russia is controlled chaos with a bit of an oligarchy. Not to the severity that it was pre the Soviet Union
