Did they want it all done in one fell swoop? According to the BBC report, no powers have been taken from the Scottish parliament. The powers have been taken from the Brussels parliament and transferred for the time being to Westminster. What happens to those powers after Brexit, is another question - but certainly the UK government has a far far better record of devolving powers to its constituent countries than the EU has.
