Presume the club feel he can play at that level and/or it will be better for his development.
To have already played first team football with York, he must have something about him, he already has experience with playing with and against players a lot older and stronger than himself.

I was expecting him to join the u18 group but he's obviously at a level where it will benefit him to step up. He signed me at Darlington and then York and gave me my first team debut at 16. I will be forever grateful to him. I really hope that a great group of lads and a fantastic football club can get promoted this season as they deserve it and so do the fans."
The lad shows respect and gratitude.

Interesting that he is saying that when the lad had been brought from Darlington in what appear to be similar circumstances.

There would be a lot more promising youngsters who would join us if this was true but it's really pushing it saying players in similar positions to him have done anything at Burnley.“Now it’s time for a new adventure and my target is to be involved with the first team at Burnley as soon as possible. I had lots of options of clubs to join in the Premier League and the Championship but I chose Burnley as I know that if I work hard and improve every day that I’ll be given my chance here.”
Unless by involved he means training with them sometimes in a pre season before being shipped out on loan indefinitely.
