Keeping tabs lol these big clubs are keeping tabs on anything that breathes doesn't mean they will sign them. Utd, and other clubs, will regularly keep an eye out for upcoming talent, hence why Utd signed Smalling from Fulham after a dozen league games for £10 million which surprised a lot of people.
Steven Fletcher was on a Real Madrid watch list as a youngster if I remember rightly, so the link was there, even if they never made a move for him, same with Utd and Collins.

Its nice to be wanted by a player too you know? Nathan Collins for all intents and purposes, with what his father said, wanted to come to Burnley even with other clubs interested.

I can confirm no other club had a bid accepted, so he didn't have a choice to make. I can also confirm there's absolutely no way he'd chose Burnley over Man United/Chelsea.
