Let's have it right, he is a new manager at a Premier league club. He will know the budget and will want to maximise his chances of giving it a good shot. For him that will be bringing in players whom he know will fit into what he wants, not a young player that has failed at that level before. Managers don't care about saving the club 20 million and using a member of the youth academy and being financially prudent with the clubs coffers, they wanna stay in a job.

At least if he's told us his intentions then we know where we stand, we aren't desperate for new blood like we were twelve months ago but ideally we don't have another Orsic scenario when we are shafted at the eleventh hour.
We have to plan on Jack Cork hitting fifteen bookings before the end of the season, which would see him missing another three games on top of the current suspension.

It doesn't have a direct quote but it states that the player has made it clear he only wants to play for Besiktas for ease of transfer - I have interpreted that as meaning - not having to move countries, and ease for relocation etc.
Whilst it's hard to say how much truth it has but it's not the first time we have heard from local media/accounts stating his preference is to be more local etc.
There are so many people involved in transfers, you don't know what is being leaked, or said to influence the situation either at a club or player level.

I wonder if Brownhill's adaptability dropping back alongside Cullen, the emergence of Twine as an option in the ten, and Bastien putting in a decent display against West Brom have made Kompany possibly think of leaving this till the summer. Cork, Bastien, Cullen, Brownhill and Twine is pretty bloody good for this level. It's a massive area for us though in the summer and our options could be far more numerous as a Premier League club - Sambi Lokonga from Arsenal seems an obvious link considering Kompany's history with him and his inability to get much gametime there.

Besiktas are a significantly bigger club than we are and are able to offer much higher wages. Pretty easy decision for him I would think. Combined with the fact he's currently based in Turkey, makes it a bit of a no-brainer.

Re the Bosnian midfielder; I find it really strange that he wouldn’t want to come and play for a team that is almost certain to be playing PL football next season.
Maybe I am completely wrong but I thought most footballers wanted to play in the English PL and they saw this as the pinnacle of modern day football. For someone to want to stay and play in a second rate league in Europe instead of choosing to leave for English PL football is a little baffling.
Maybe he doesn’t believe he is up to it himself and likes to be in his comfort zone.

From the parts I've read online it seemed more his decision regarding his home life than the football.
