Depends how you look at it.

If you're reliant on local water conditions, what yeasts grow naturally and the climate then it matters.

If you're brewing commercially and controlling all these variables then no, it doesn't really matter where at all.

Beer here is just as good. Edit- in fact, real ale is normally far superior. As it hasn't been pasturuized it's retains a fuller flavour. We also have a far wider range of beer thanks to our real ale culture.

The purity laws work really well to promote German beer as a marketing tool but brewers in the UK are hardly adulterating their beer.
