It's evidently incredibly difficult, and more complicated than you imagine. Even when you "get it right", there's plenty of luck involved. There's been plenty of players anticipated to succeed in the Premier league that have flopped. And plenty of players who have arrived to a shrug, and turned out to be generational premier league players.
There's also several reasons out of a club's control, as to why a player is a no go from the start. Off my head, location, price, current squad opportunities, playing style, contractual demands, timing. There must be loads more.
It's simply not as easy as you're imagining. And I think the evidence points to the same conclusion.

The complication is nothing to do with the mechanical process of signing "a player". The whole discussion was about getting the right players in that would be a success. That's the complicated bit.
